The Cecil County Health Department seeks highly qualified consultants or organizations with a proven track record of working with health departments, FQHCs, health systems, and similar organizations.

The department is soliciting proposals to establish a contract for:

• Completing a perinatal landscape analysis for Cecil and Harford Counties.
• Providing administrative support to manage the Cecil County Maternal Care Task Force as it evolves into a Regional Consortium with Cecil and Harford County partners.
• Supporting the implementation and evaluation of a pilot project using Community Health Workers to improve access to perinatal care.

Preferred qualifications include experience in:

• Maternal and child health systems and care coordination.
• Qualitative and quantitative research, as well as epidemiological and clinical administrative data analysis.
• Public health program development and evaluation.
• Government experience and stakeholder/coalition engagement.
• Project management, health equity, and technical communication.
