Employee Training Specialist II, Full-time, deadline 10/10/2023. 

Description: The primary purpose of this position is to coordinate the agency’s workforce development program, develop and facilitate training for staff, coordinate staff onboarding and out-service training requests, and advance professional development opportunities for staff. 

Minimum Qualifications: Six years of experience planning and conducting employee development and training.

Notes:

Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university and two years of experience planning, conducting, or coordinating training or staff development activities for the required experience.

Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in education and training classification or education and training specialty codes in the education and training field of work on a year-for-year basis for the required experience.

Epidemiologist II, Full-time, deadline 10/9/2023.  

Description: The primary purpose of this position is to manage and analyze public health surveillance data to discover disease trends and their impact on the community, to study prevalent health problems affecting the community, to make recommendations for disease control and prevention, and to assist in setting priorities in community health planning. This position also provides epidemiological assistance in the agency’s emergency preparedness planning and response activities.

Minimum Qualifications: A Master’s degree in the field of public health from an accredited college or university with a minimum of three graduate courses in Epidemiology and one graduate course in Biostatistics. Two years of experience designing and conducting epidemiological studies and investigations for disease surveillance as an Epidemiologist after receipt of the Master’s degree.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Science classifications or Clinical Lab, Medical Scientists, or Bio Medical Lab Officer specialty codes in the health research field of work on a year-for-year basis for the required education.

Administrator III, Full-time, deadline 10/02/23

Description: The main purpose of this position is to lead the health department in advancing sound public health policy, plan programs to address significant health issues in the community, and lead data analytic efforts. This position plans and develops projects requiring review of data, population trends, incidence of disease, determination of need, and socio-economic factors. This position leads the agency in department-wide projects, including accreditation, strategic planning, performance management and quality improvement. This position supervises the agency epidemiologist and works with community partners on initiatives to advance health in Cecil County. The position is part of the health department’s senior leadership team.

Minimum Qualifications: Graduation from an accredited high school or possession of a high school equivalency certificate and six years of administrative staff or professional work.

Alcohol and Drug Associate Councilor Full-time, deadline 9/28/2023

Description: This position will help clients with reentry transition back into the community after a period of incarceration. This position also helps patients identify behaviors and problems related to continued substance use and barriers to successful recovery associated with their use as employment, housing, recovery support, and treatment. This position will provide assessment, diagnosis, individual counseling, and reentry planning. This position will facilitate group sessions utilizing the Thinking for a Change(T4C) curriculum. The position will incorporate clinical modalities that include Motivational Enhancement (MET) and Cognitive Behavior Therapy (CBT) when working with clients.

Minimum Qualifications: The preferred candidate should possess the following:

  • Experience working with incarcerated individuals
  • Experience navigating the judicial system 
  • Experience completing substance use disorder assessments and referrals for treatment

In accordance with Health Occupations Title 17 and Code of Maryland Regulations 10.58.07, candidates must be certified by the Board of Professional Counselors and Therapists as a Certified Associate Counselor-Alcohol and Drug.

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
