CCHD Vital Records will be closed for the week of May 1-5 due to the statewide implementation of a new vital record system. We will reopen once the system is implemented and appointments can resume for birth and death certificates.

Appointments Required. Appointments are available on Monday, Wednesday and Friday, with limited availability of Tuesday and Thursday. Our first appointment of the day is at 8:30 am, last appointment is at 4:00 pm. Please call 410-996-5550 to schedule an appointment. Accepted forms of payment are cash or credit card only. No checks and no debit cards.
The Cecil County Health Department is able to provide certified copies of birth certificates for persons born in Maryland from 1939 to present. Birth Certificates may be issued to the person, parents, or guardians. The applicant must complete an application form, and pay the fee (currently at Cecil County Health Department, $25).
Payment forms accepted are cash, VISA, MasterCard, American Express, and Discover. See below for a list of documents you will need.
For persons born prior to 1939, certified copies of the birth records may continue to be obtained from the Division of Vital Records in Baltimore, Maryland.
Death certificates for those filed in Cecil County (up to 30 days from filing) can be obtained for $25 for first copy of the record, and $20 for each additional copy.

Birth Certificates
In order to receive a certified copy of a birth certificate on the day of application (same day service), an applicant will be required to present valid, unexpired, government-issued photo identification. The identification must have a date issued and an expiration date.
Applicants who are unable to supply valid photo identification must present two (2) pieces of alternative documentation. The two pieces of alternative documentation must be different types, i.e., a pay stub and a telephone bill – not two pay stubs or two telephone bills. At least one of these documents must contain the applicant’s current mailing address. Applicants who cannot provide valid photo identification will not be able to receive the birth certificate the same day. Their certificates must be mailed to the address displayed on the document(s) provided for identification.
Acceptable documents are:
- Social Security card
- Current car registration
- Letter from a government agency requesting a vital record
- Utility bill with current address
- Copy of income tax return/W-2 form
- Pay stub
- Bank statement
- Lease/rental agreement
